110.-Residence qualification for rent allowance. The absence of an officer from this Colony for not more than 42 days, or of his dependants for not more than two months, at a time, shall not disqualify him for or affect his rent allowance for that period, but leave spent in this Colony shall not count as residence unless it is short leave not exceeding 42 days or sick leave:

these periods may only be extended in special cases by direction of the Governor on grounds of hardship.
